Bring Local Scout back in Canada

I was very disappointed when I first found out that Local scout was missing in WP7. Then it was brought into Canada with the Mango update, and unfortunately it is now missing in WP8. I consider the feature a part of the phone search experience and it should never be stripped from it.

please work on bringing it back to the Canadian users soon.
